A.S. considers rule changes

The Associated Students will consider several changes to its bylaws next week, including a change stemming from a Residence Hall Association petition against Aztec Shops.

The council will also review the proposed 1997-98 budget next week.

One of the proposed changes is a result of the Aztec Shops resolution and petition started by the RHA. The A.S. Rules Committee recommended to the council that when the A.S. president names five student representatives to the Aztec Shops Board of Directors, that the Associated Students “seek RHA recommendation for at least one of the students.”

Jena Salda?a, RHA president, said she was pleased with the recommendation from the Rules Committee.

“It’s a positive change,” Salda?a said. “It will guarantee that student representatives will be more up to date on food services, which is the majority of the services Aztec Shops offers.”

Salda?a said she feels the communication between Aztec Shops and the RHA has been poor because an RHA-related representative has not sat on the board.

There are also several proposed changes to the Elections Code. If candidates campaign verbally or by written means during council meetings, they can be disqualified. The other change is that candidates’ first and last names must be included on the ballot. During this month’s A.S. election, Jason Wood used the nickname “Woody” on his campaign materials, and that name was used on the ballots.

Other changes to the bylaws include changing the frequency of executive officer’s stipends. According to Article V, Section 6a, the executive officers could be paid an amount equal to 50 percent of “the annual cost of attending SDSU for a single student living in campus residence halls” in installments every month, after receiving 50 percent of the stipend in May, when the officer is sworn into office. Currently, officers are paid 50 percent of their stipend when they take office, and then receive the remainder of the stipend in three equal installments until April.

Candidates for executive office will also have the option of having a designated campaign manager. Another change is that campaigning will not be allowed through computer programs. This is an addition to the elections bylaw prohibition on campaigning through telephone, e-mail, online, computer network, fax, television, radio or cable.

The special election for College of Arts and Letters representatives will conclude today. In the running for two open seats are Teresa Gerolaga, Jena Salda?a, Chris Shoop and Stephanie Sperber. There is only one polling site, on Campanile Walkway, which will be open from 9 a.m. until 7 p.m. Only students with a major in the College of Arts and Letters can vote.

Shoop’s name was inadvertently left off the ballot when he changed his major and college, and Admissions and Records computers didn’t register the change quickly enough.

Salda?a won a seat in the original election with 169 votes. Sperber won the second seat with 95 votes.
